I think, it depends on the local police.
I have pretty good experiences with this in a handful of events with stolen Smartphones.
And BTW, also the “Recovery Team” of VanMoof is dependent on the partnership of the local police.

In the UK, the Highway Code (rules of the road) were updated so that the person in the larger “vehicle” has the responsibility to protect those who are smaller, i.e. Truck, Car, Motorbike, Horse, Bike, Pedestrian.

Unfortunately the publicity for the change was effectively zero (a few news stories). So Cyclists are still regularly injured and killed by Heavy goods vehicles and cars overtaking them and turning left (UK drive on the left) without due care and attention.

Yes, a small percentage of cyclists do not follow the rules of the road, but the vast majority do.

I’m still amazed by the number of pedestrians who don’t check the road before crossing in front of me while I’m cycling.

I once arrived at an accident shortly after a woman turned left in front of a motorcyclist on a two lane highway. He died instantly. I heard her say “it wasn’t my fault, I had my turn signal on”.

Cagers turning left in front of me was at the top of the list of disasters I frequently anticipated. Would be a real test of reflexes.

In NYC electric bikes are out of control. They ride on the sidewalk, go the wrong way on a 1 way street, run red lights, etc. I was crossing the street with my dog and wasn’t looking for the bike going the wrong way through a red light and the bike came within an inch of hitting my dog.

Regular bikes are less dangerous because they don’t have a motor to make this crazy behavior as bad at lower speeds. So for these reasons I have come to hate electric bikes.

Yah I used to ride motorcycles, too, and you are right — same idea. This one came out of no where and I had no way to see him coming. Trying to adjust route to further limit my time on the street when I commute.

Actually the reason I stopped riding my motorcycle. Came upon a fatal accident and the rider did everything right. It made me re-prioritize how much I value riding vs what other people might do.

I ride a lot of trail and greenway miles/month here in Atlanta. What I experience is the road bikers (on greenways) are the most dangerous. There’s a 15 mph speed limit since there are a lot of pedestrians and younger riders. I’ve never seen an e-bike rider “speed” or ride aggressively. I see it every single time I’m out from guys on road bikes, in racing jerseys, acting as if they’re training for the Tour de France and the rest of us are just in their way. There are plenty of times that I, on an e-bike, have to come to a complete stop to avoid putting a pedestrian in an uncomfortable situation because of an aggressive road biker.

I guess my point is that the categorical approach to “who is the problem” doesn’t work.
