Apple Store outage?

Recently changed my billing address due to moving. Changed it on my Apple Wallet (phone) and Apple.com - but the MacOS App Store doesn’t see that. When I try to edit it manually, I’m given a couple of – well, let’s just say ‘unhelpful’ screens…
So is it down, or is it just me?

I ended up removing my Apple Card from payment options, then re-adding it. Fixed it right up. Still would have been nice if an error message had told me to do this, or told me what was actually wrong. shrug
