Community group document hosting suggestion

Any free or very low cost suggestions for a simple to use service that allows a small local community group to publish of agendas, minutes, documents associated with each separate meeting. Access limited to members. Ideally some sort of commenting / discussion option too? Don’t want to build our own website. Thanks.

Zoho.com has free document/collaboration features as well.

Also, if your ‘community’ is small, Notejoy looks really slick and is free for up to 5 people.
