After fussing with more complex solutions I landed on saving designated “to-be archived” folders as .MBOX files and then using Thunderbird purely as a search and retrieval tool when needed.
I don’t use Thunderbird as my regular email client so it basically functions as my “email archive” app. Free, effective and straightforward (for me anyway).

If you don’t mind working with command line & terminal based tools, notmuch may work.
