How to interpret #s on Solar Dial Watch Face?

I tried to Google this but with no results. I hate to admit my ignorance but can someone explain to me what the numbers mean on the outside circle? I think it is military time to show sunset and sunrise. Am I correct? And if so, what is the easiest way for me to mentally calculate to civilian time? What is the civilian time at 19 on this dial, 7?

This is showing sunset is at 7pm. The trick to understanding 24 hour time is “if it’s bigger than 12 subtract 12” :slight_smile:
