This is a very hard sell. We do in app across macOS, iOS and iPadOS what macOS does in Finder. It looks like nothing original whatsoever. Dead boring, no wow, no fuzzbox. But wow was this hard and fiddly and detailed work. It came with so many unexpected issues, especially on iOS.
And, like @alvinc, I also use the {TOC} trick in my own long form writing. It helps looking at the structure on the right, but obviously a fully designed outline can do heaps more and in a more practical way (ithout scrolling up).
It kills me not to tell you already how outline will work. But we move so carefully, others move so fast, and we get copied so quickly, I would kick myself if we get copied before we present it.
We had to do this first to make it work. I was stunned how boring it looks but how satisfying it is to use and how much it helped me with my personal book project.
I feel more and more satisfied with the tree view: this may not be something big as other apps like Apple Notes, Bear may be providing however folders/tags and files/notes are always split against. And on iA from the article I am working on to the structure itās just a step rather than twice or more.
For outline I will also use the Split View. Sometimes I will switch off auto scrolling.

Will the outline be navigable so we can click a heading and jump to that section of the document? And will it be possible to reorganize the document itself by dragging the headers into a different order in the outline?

Thats a very useful option to have when writing. I often find myself adding comments at the end of a session, to remind myself of a thought/idea for when I begin again. Or to comment the idea behind a given paragraph. A very nice and subtle implementation.
