This rings a bell, so I suspect I ran across the post the last time I explored the Ulysses options.

It sounds like the answer as to whether it’s possible to create a table of contents in Ulysses is still “Yes, but that functionality isn’t built in.”

Yes, it’s not officially supported, although Ulysses have “plans” to add it in the future. That said, they pretty much said the same thing in 2013 with the previous version of Ulysses.
