I have a PDF file in icloud that I access on my ipad through the Files app.
Is there a way to create an icon on my homescreen to open it directly instead of going through Files?
You can do this by creating a shortcut and adding it to your homescreen. Here is a screenshot of the shortcut that I created to open the file Subway Map.pdf that I have in my @Action folder.
Open icloud.com in Safari, navigate to the file and open it in Safari, then use the Share menu to add it to your home screen.
