iPad app where highlighted pdf text is saved to a new documents

Is there an app where OCR’ed text that I highlight is automatically saved to a new document?

If that doesn’t work for you, PDF Expert allows you to save a copy of your annotations summary (highlights, underlines, notes, etc). I use this function all the time and it works great. Add something like CleanText (iOS) or TextSoap (Mac) and you can do a lot to make nice clean annotated summaries of your document. Good luck!
