Offline files in Files app on iCloud

How can I make sure the files in my Files app are offline? I’m going to be flying and want to make sure the files I need are available once I’m in the air.

On iOS, it looks like files not yet downloaded to the device show a cloud with a down arrow icon in Files. Tapping the download icon should put a local copy on the device.

A way to test that they are available when offline would be to put the device in airplane mode (making sure that WiFi, Bluetooth, and cellular are all turned off) and trying to open a file.

I don’t have a Mac handy to see how things behave there.

Does anyone know when files will get purged from the local device? I assume when space on the phone gets low, these local files are removed. Is there anyway to indicate a certain file or folder should always remain local?
