I have two identical MacBook Pro 16’s, one on 12.3.1, one on 12.4. I’ve used the option System Preferences > Keyboard > Keyboard > Touch Bar shows for a long time, but I don’t see it on the MacBook I recently updated to 12.4. Has this functionality migrated?
Yes, mine shows it, too. My mistake was that I checked while remotely logged into that laptop, and the software suppresses certain settings for security reasons.
