Why is it named Webcam #2?

I installed (plugged in) a Razer Kiyo USB webcam. Once I made sure it worked, I unplugged it and plugged it into my hub. Still works great, but it is now recognized as Razer Kiyo #2.

I can live it, but it got me wondering why and where such things are stored on the Mac. If this minor thing were to irritate someone, is there a way to “start over”? Asking for a friend.

I have found that same behavior with a Logitech webcam. It seems to change names with every port it is plugged into. It seems like it is a system thing and is port based. Guessing on the system side, but seems logical.
