Adding buttons to an app's toolbar from outside the app

I use Curio (macOS only), which is a great app. The author is a great guy, but does not want to allow too much customization of the toolbar. I forget the reason, but his app, so that’s cool.

Is there a way to use Keyboard Maestro or some other tool to perhaps overlay my own buttons on the toolbar? Maybe a palette that overlays and moves with the window?

Not that I’m aware of.

I use app-specific palettes for this, but they don’t natively “dock” like a toolbar.
