Any tips on doing a full iOS factory reset and starting from scratch?

We’ve discussed this before, unfortunately. Updating iOS fixed it for several months for me but annoyingly my search just began to fail again.

In the last week or two (maybe starting with 12.3?) search on my iPhone (Xs max) has stopped working properly. It used to be that it you started searching for an app by name (or contact or anything really), the results would show up near instantaneously—even as you type. But that doesn’t happen anymore. Instead, when I search for an app name, nothing happens at all for somewhere between 10 and 30 seconds. Then the expected search results flash on the screen for just a moment before being replac…
