Apple Two Factor Authorization location anomaly

We just added a Mac mini to our household and completed a Two Factor Authorization using our iPhone for the process. Apple’s window prompt identified a user in Santa Clara was attempting to access our Apple account. Turns out that was us who live in the SF Bay Area.

How come Apple believes we are in Santa Clara?
Where is our location information located on out Mac mini or iPhone?

Before I used a VPN I was located in a town a few miles away. With my main VPN node, I am located around 700 miles away.
