Apple's Writing Tools not working

I have been trying to use the writing tools. just to proofread some writing. It does not seen to be working, I have tried it inApple’s own apps, Notes and and Pages, in Word and in some others. Each time this message gets come up. Is there a wider problem that anyone has seen, or is this local to my machine?
