Can external housings / cable support SMART?

Simple question: Do external 3.5" housings for HDD support SMART? If yes, do they work through all hubs?

broadly yes, but macOS doesn’t support smart on external drives.

there used to be some 3rd party tools to do it, but I’ve never found them to work reliably and after big sur didn’t work at all.
