As of iOS 17, when attempting to tap the “x” button to close a Safari tab, I am greeted with this glop:
Is there any way to get rid of it?
I’ve just tested and this doesn’t happen for me

Another feature I have no use for. But thanks for testing.
You’re saying that it’s impossible to close a tab because whenever you hit the x for the tab, the tab group manager pops up instead? If so, I’m not having this bug either. Does a restart fix it?
My iPhone 13 Pro works normally. Tapping the x closes open tabs. If restarting doesn’t fix it, you could try a forced restart. Tap first the up volume button, then he down one and finally hold down the power button until the screen goes black and the Apple logo appears. The phone then will restart.

Update: Turning off “Recently Closed Tabs” (in Customize Start Page) seems to have solved the problem
