Does iOS 12 support full multitasking on the iPad Mini 2?

I have an ancient iPad mini 2 that doesn’t support full multitasking in iOS 12. I can run apps in slide-over but only one app can be active at a time. No support for split screen.

I wonder whether iOS 12 has full support for multitasking on the older iPads?

In Beta 2 on my iPad Pro 9.7 I can now run three apps (2 split screen + 1 floating window) at once. Previously only two were active. I don’t have an iPad Mini for testing.
I am not sure wether this is a bug or a feature though.
