I recently updated my HomePods to 15.2. Afterward when asking for things like travel times, Siri kept telling me to go to the Home app, etc. to turn on location services, but the setting wasn’t there. Location services was on in the settings for the individual HomePods.
Updating iOS on iPhone and iPad to 15.2 now shows the new location setting.
