I got caught after upgrading to macOS Ventura as Little Snitch was blocking internet access as it needed to be upgraded to a new version for macOS 13 but I couldn’t get it until I had internet access (the old Catch 22). I created a TEST account, quit Little Snitch, upgraded to a beta version of Little Snitch for Ventura, and now I’m good to go, living the beta life. So far all other apps are working. My advice, check your software for compatibility first before upgrading, or do what I say not what I did.
