Message spoofing in iOS 13?

With the new iOS 13 feature where you can set the name and avatar that others see when you message them, just wondered what protection there is against spoofing?

For example, could I set my name to David Sparks and steal his photo from internet and start contacting people?

Currently either an email address or phone number appears if no contact info in the contacts database. Would this take priority over locally saved info?

It will be interesting to see how they protect against malicious use of this. I expect Apple have considered the possibility of people sending inappropriate images this way, but that sprang immediately into my mind watching the Keynote.
