Running most current version of Mojave…
Is it possible for iMessage on Mojave to send/receive SMS messages for my green-bubble acquaintances? I swear it used to work – not sure if I’m dreaming or if something changed.

Yes. It works for me. You may need to re-enable iMessages in the Messages app. Go to Messages --> Preferences and click on the iMessage tab. Make sure Messages is signed into your iCloud account.
You also have to enable it on your iPhone. If it is, you should see (in the Messages settings window on your Mac) a list of devices /numbers where you can receive messages.

Found it thanks to @Quahog’s advice.
On iPhone, had to enable Settings / Messages / Text Message Forwarding for the iMac.
