I believe someone recommended the Dell S2722QC (link to rtings review) not too long ago. It’s slightly above your stated budget, but it was $50 less a few weeks ago, so it might drop again soon.
That’s the one I’ve got, and it does everything I need it to. I keep my MBP open off to the side, but I really don’t even think I need it half the time. I got it for about $280 from Amazon, and I’ve been happy with it.
