I bought my mother a new Mac mini for Christmas and it is up and running but her 13+ year-old Dell 21 inch monitor leaves a lot to be desired. Would like to get something probably in the 27” range with built in mic and camera. Doesn’t really need speakers as she has a pretty decent Bose system that’s working great with it. Probably prefer to stay under $750ish.

The mic and camera will limit your choices by 99%. Suggest you look for a decent ~ $400 27" 4k monitor and plug a 1080p/4k webcam in and stay well within budget. Look for LG monitors on Amazon and you can’t go wrong. Most do USB-C and HDMI, but with a webcam connected to the monitor you might prefer USB-C as the monitor becomes a downstream hub to the computer.

Dell has a good selection and for the built in cam/mic , the notch is on the top. I have always used Dell monitors with my Minis. love them.
