Rapid security update 16.4 (a) - can't access AppleID, iCloud+, Purchases in settings

After installing the Rapid Security Update 16.4 (a) on both iPad and iPhone, the first option in settings (which gives me access to my AppleID, iCloud+, Media & Purchases) is greyed out. Are others seeing the same?

Perhaps this is in response to the Joanna Stern WSJ story. I’m also hoping this is temporary until they find a better way of safeguarding against those shoulder-surfer passcode-snooper phone-stealers.

16.4 is a beta as is the rapid security update. Is the update in response to the passcode theft stories?
