There’s not a way to tweet without an account, so you’d need to sign up.
I wasn’t aware of her situation, but I think I understand now having done a quick search.
Might I suggest doing something more beneficial than sending a tweet? Find a local cancer charity or hospice and make a donation in her name, perhaps? Even a small amount would be appreciated, I’m sure.
