Updating payment methods for family sharing members

The start.
I changed banks recently from bank A to bank B. As the family organiser I changed the default payment method to the new bank. That worked.

The problem
The family organiser default payment method is bank B which is correct.
My personal Apple ID inherited this change from the organiser to bank B which is correct.
My daughter’s (17y) Apple ID inherited this change from the organiser to bank B which is correct.
My son’s (19y) Apple ID did not inherit this change and is stuck on bank A which is incorrect.
My wife’s (age withheld for safety reasons) Apple ID did not inherit this change and is stuck on bank A which is incorrect.

Neither my son or my wife can change their payment methods at account.apple.com. That option is greyed out.

Calls to Apple support state the family organiser can only change that payment method as we have family sharing enabled.

Advised Apple that the family organiser had changed the payment method but it has not flowed to the two other family share members - they have no answer.

How do I resolve this please?

If I dissolve the family sharing group and create a new one, what will happen?

Do your wife and son have media or apps they have bought on their individual accounts? If not I might be tempted to get them to start new accounts and rejoin the family plan and see if that works.

Unfortunately, they have purchased some high priced apps on their personal accounts which they share with the rest of the family.

I would suggest try purchasing a free app from their account and that might trigger a new validation for payment.

If you dissolve the group and create a new one, everyone will lose access to shared subscriptions and purchases, which can be a hassle. So, try the re-add method first.
