I had that weird bar as well. Removed it in preferences. No idea when became a part of Safari?

I only see that when I am looking at a page that I have saved in my Safari reading list.

I don’t remember, but I persisted til I found a way to hide it.
Edit: I think the post above by darrenwest is correct. I confused it with the “show favourites line” (translated back to English from Norwegian) option.
