Why isn’t it possible to control my iPads sound or volume via my Apple Watch and yet I can control other devices and apps.

Because your watch is linked by Bluetooth to your iPhone, not to your iPad.

It would be nice though - couldn’t it use the same technology as AirPods switching between devices?
