Well, this is weird. Anyone else using blank icons on their homescreen?
iOS 13 has given all of mine a weird bumper… except one.
I tried creating a new one but it had the same issue.

Sad times. I couldn’t get a fix for this so I had to switch my off-black wallpaper to pure black.
(I know, I know—stop the presses).
