Is there an app to take polls locally?

Many apps allow polling through shared links, but none I found offer conducting the poll manually or locally.

Manual polls would help when all people participating are in the same room or when you’re counting or voting something on your own.

For reference, it would have been helpful while creating this list:

Anything with an option to create a list and have + & - buttons will do.

I would have used Numbers with each cell in the Mentions column formatted as a stepper. Numbers makes this very easy, unlike Excel (yes its possible in Excel but not without jumping through hoops).

That’s exactly how I did it, but wondered if there is something more dedicated and intuitive for this task.
